Mariette Lokin
At Hooghiemstra & Partners, Mariette works mainly on projects in the field of the connection between legislation and ICT. This can involve the correct processing of (personal) data within an organisation, but also the structured translation of legislation into rule, data and process models that form the basis for algorithms in software code. At the Ministry of the Interior and Kingdom Relations, she collaborates on the development of legal frameworks for a Federative Data System. She co-initiates and teaches the module Law Analysis and Agile Law Implementation in the Democratic Rule of Law at the Open University.
Mariette also looks at technical solutions such as Multi Party Computation (MPC) and means for reliable authentication and authorisation. She was a member of the research team that developed The LegitiMate and advises on data-driven innovations. She collaborates on innovative trajectories for making legislation accessible and applicable, including with the application of (generative) AI.
In 2018, she defended her PhD thesis Wendbaar wetgeven, de wetgever als systeembeheerder (Agile lawmaking, the legislator as system manager) at VU University Amsterdam.

Before joining H+P, Mariette had a long-standing career in central government. Her last position was strategic-legal advisor at the Tax and Customs Administration, where, among other things, she co-authored the book Wetsanalyse voor een werkbare uitvoering van wetgeving met ICT on translating legislation into ICT specifications. Before that, she worked on legislation and legislative policy at the Ministries of Agriculture, Nature and Food security, Traffic and Water management and Justice.
Mariette studied Dutch law (civil law) at Leiden University. Mariette combines her work at Hooghiemstra & Partners with an appointment as researcher at the Faculty of Law (Department of Public Law) of the Open University.
