Thijs Drouen

At Hooghiemstra & Partners, Thijs bridges the gap between theory and practice for our clients. With expertise in data protection legislation and extensive experience in change management, he helps organizations achieve a higher level of compliance.

Thijs also conducts research. For instance into supervision and AI and on the evaluation of the implementation of the GDPR. Thijs is one of the founders of Het Innovatiecollectief (Innovation Collective), a collaboration between Hooghiemstra & Partners, Publyon and Amsterdam Data Collective to support organizations in the responsible use of data science and AI. Unique to this cooperation is that we can advise you in all areas: in the technical field in the form of tools and models, on legal compliance and with political and social support.

Thijs led various privacy audits at ministries and municipalities. He also worked on the guidelines for online research by municipalities in the context of maintaining  public order. He works on new legislation for the protection of personal data in the Caribbean part of the Kingdom of the Netherlands.

Prior to working for Hooghiemstra & Partners, Thijs was head Legal Affairs and Legislation at the Dutch Data Protection Authority. He also worked at the administrative court of the Council of State.

Thijs studied Law (specializing in Administrative law) at Tilburg University.
