Helen is co-founder and managing partner of Hooghiemstra & Partners. She is an enthusiastic legal expert with extensive project-managemental experience in IT and law innovations. Helen is specialized in data protection law and health law. She has a background as a historian.
At Hooghiemstra & Partner, Helen provides expert guidance on legal, organizational, and governance matters in the field of data protection. As the firm's director, she oversees business management and operations. Her expertise includes investigating incidents involving data breaches of sensitive information and advising on compliance with regulations for sharing personal data in forensic care. She also specializes in advising public authorities on the lawful collection and use of personal data for maintaining public order.
Before co-founding Hooghiemstra & Partners, Helen was the owner of Kwartiermakers. While doing so, she was program-manager introduction e-Herkenning, the National single standardized login system. She was responsible for designing and implementing the organizational structure for the institute of the Children's Ombudsman and supervised processes for a new 380 kV high-voltage connection. Helen also worked for the Ministry of Education and Kennisnet and (co)designed and set up consultancy and the Dutch project organisation ICTU.
Helen studied History at the University of Groningen and Law (specializing in Health law) at Erasmus University Rotterdam.
