Theo Hooghiemstra
Theo Hooghiemstra (1969) is a partner and co-director of Hooghiemstra & Partners. Theo has a background in public administration (University of Twente) and law (Vrije Universiteit Amsterdam). Theo has over 25 years of experience in data protection and has worked for the Dutch Data Protection Authority. In 2018, Theo obtained his PhD from the University of Tilburg on Informational self-determination in healthcare where he advances the idea that personalized health environments change the meaning of informational self-determination, especially in health care.
Theo advises clients on a broad range of data protection matters, including European and Dutch data protection law compliance, and information governance issues. He is a distinguished and trusted authority in the field of data protection and health law and he has helped shape national policies in this field.
Theo frequently publishes and speaks on topics relating to the aforementioned areas. He also lectures in the field of Law and Ethics in the master program of Public Information Management (MPIM) in collaboration with the Erasmus University and at Leiden University. Theo also teaches at the Grotius Academy, the academy for post-graduate specialisation courses for lawyers. Theo is also chairman of multiple expert commissions in his field.
